What is Line of Authority?
  • The chain of command within an organization that confers the power to order subordinates to perform a task within their job description. The line of authority within a business establishes who is in charge of giving who orders, and it contributes to the efficient attainment of the company's objectives when property is used.
The PNP-SAF's Line of Authority is different from the Military's Chain of Command structure. With the meaning presented above, each subordinate is answerable to its superior.

Lets start with The Basic Doctrine - A Commander is responsible to what his unit fails or does to do. Responsibility cannot be delegated. It is only the authority that can be delegated.

Kahit gaano kahaba-haba pababa ang mga subordinates mo, ikaw pa rin as Chief PNP has the overall Command Responsibility and each one under him is accountable to their own individual action.

AUTHORITY CAN BE DELEGATED

-The Chief PNP can delegate his authority to his regional director, who can delegate his authority to his district director who can delegate his authority to his Chief of Police, who can delegate his authority to his smallest unit comdr who can delegate his authority to each individual policeman under him .” RESPONSIBILITY GOES BACK AND ENDS AT THE DOORSTEP OF THE PNP CHIEF.-

What CSUPT CERBO is saying is Accountability? Accountablity is individualistic while Responsibility goes up to the Line of Authority or Chain of Command. Kahit gaano kahaba haba ang authority pababa sa subordinates ,si Chief PNP pa rin has the Overall Command Responsibility. But each under him is individual Accountable for their individual actions..

The question, did Purisima broke the Chain of Command? No, because there is no Chain of Command in PNP.

Did he broke the Line of Authority? As a suspended Chief of Staff, he did broke the Line of Authority.
